Civil Engineering

Plans that get approved. Projects that get built.

Civil engineering services from preliminary through final, guided by the strategic insight that keeps your approval timeline intact.

Technical accuracy is not enough.

Plans can be correct and still stall. When agency expectations are misread, when improvement requirements surface late in the review process, or when engineering decisions are made without accounting for the approval path, the cost is measured in time and money that no budget anticipated.

KWC Engineers was built to address both sides of that problem. For over 45 years, our civil engineering practice has operated at the intersection of technical precision and approval strategy, preparing plans that reflect not just what is engineered correctly, but what agencies in Southern California expect to see.

Engineering informed by 45 years of Southern California approval experience.

KWC has directed land development projects in more than 50 Southern California cities and managed public works projects for more than 20 cities and three counties. That depth of local experience means our civil engineering plans are designed with agency expectations already factored in, reducing revision cycles, accelerating reviews, and protecting your schedule.

Our principals are actively involved from the first conceptual review through project close-out, providing consistent leadership and clear accountability at every stage.

Civil Engineering Services

Engineering Design Services

KWC prepares the full suite of civil engineering deliverables required for project approvals and permits, from preliminary grading concepts through final improvement plans. Our experience across residential, commercial, industrial, and mixed-use development means your plans are designed with agency requirements already understood.

Entitlement Support

Engineering plays a direct role in the entitlement process. KWC prepares the civil documentation that supports tentative maps, specific plans, and environmental review, including grading concepts, hydrology studies, infrastructure analyses, and conceptual Water Quality Management Plans. We understand what agencies are looking for because we have worked with most of them.

Construction Management

KWC provides construction support through project close-out, including plan modifications, agency coordination, and field oversight. Our goal is to ensure that what was approved is what gets built on time and within budget, with senior leadership engaged throughout.

Capital Improvement and Public Works

KWC has designed and managed CIP projects for public agencies across Southern California, including waterline replacements, sewer system improvements, storm drain design, and park facility development. We understand the procurement process, the bidding requirements, and the agency coordination that public works projects demand.

A proven record across complex development types.

189700

Alberhill Ranch, Lake Elsinore, CA

KWC served as Engineer of Record for this 2,300-acre, multi-phased master plan community encompassing over 10,000 residential units, parks, lakes, schools, lift stations, and water reservoir sites. Work included grading, drainage systems, roadway improvements, infrastructure design, and special studies, including EIR support, WQMP, and water and sewer master plans.

DSC_0332

The Crossings, Corona, CA

KWC provided land planning, entitlements, final engineering, and construction management for this 113-acre retail and commercial development with approximately 1,000,000 SF of buildings. Work included off-site street, drainage, and utility system design, and coordination with Riverside County Transportation, RCFC&WCD, and Caltrans for freeway access improvements.

DJI_0007

Corona Summit, Corona, CA

An 18.9-acre hilltop commercial and hotel site adjacent to the 91 Freeway required lowering the site over 60 feet through extensive blasting and excavation. KWC prepared mass, rough, and precise grading plans and coordinated utility design and permitting through the City of Corona, Caltrans, RCFC&WCD, and multiple utility companies. Near-vertical retaining walls reached a height of 43 feet.

1397-5

Village of Terrassa, Corona, CA

KWC completed the design of a 20-acre detached-condo community, from preliminary engineering through construction. Work included 3,000 linear feet of Foothill Parkway widening from two lanes to five, including curb, gutter, sidewalk, nine storm drain laterals, landscape medians, and traffic signals. Plans were approved by the City of Corona, County of Riverside, MWD, and Caltrans.
