Approvals move faster when engineering, strategy, and compliance are managed by one team.

KWC Engineers delivers civil engineering, surveying, strategic planning, and water quality management as an integrated practice, not four separate firms with four separate conversations.

Most project delays do not start on the job site.

They start in the gaps between consultants. When a civil engineer, a surveyor, a planning consultant, and a water quality manager are each working independently, the seams between their work become a source of risk. Coordination failures produce plan revisions. Misaligned assumptions generate agency comments. Late-stage corrections produce costs that no project budget anticipates.

KWC was built to close those gaps.

One firm. One point of accountability. No gaps between disciplines.

When engineering, surveying, strategic planning, and water quality management are delivered by the same team, the benefits compound across the life of your project.

Your grading design is coordinated with your survey data from day one. Your entitlement strategy informs your engineering approach before a single plan sheet is drafted. Your SWPPP and WQMP are developed by the same professionals who designed your drainage system. And through all of it, you are working with one team, one contract, and one point of accountability.

The result is a project that moves faster, requires fewer revision cycles, and reaches approval with less exposure to the risks that slow most Southern California land development timelines.

"Land development approvals move fastest and with the least risk when engineering, entitlement strategy, and agency expectations are aligned from the very beginning."

What KWC delivers.

Civil Engineering

From preliminary grading concepts through final improvement plans and construction support, KWC's civil engineering practice covers the full development lifecycle. Our experience across residential, commercial, industrial, and mixed-use projects, combined with 45 years of Southern California agency relationships, means your plans are designed with approval in mind from the start.

Services include engineering design, entitlement support, construction management, and capital improvement and public works.

Surveying

KWC's survey department uses GPS and automatic laser tracking technology to deliver precise field data from boundary reconnaissance through construction staking. Our aerial drone program produces construction-grade topography with up to one inch of accuracy, with outputs that feed directly into engineering design, permit applications, and project presentations.

Because our survey and engineering teams are part of the same practice, your data and your plans are developed in coordination from the beginning.

Services include boundary reconnaissance and monumentation, mapping, construction staking, and aerial drone surveying.

Strategic Planning

Land development approvals are not purely technical processes. They are shaped by the decisions made before engineering begins, including site feasibility, entitlement path selection, and early agency engagement. KWC's strategic planning team brings 45 years of Southern California agency knowledge to those decisions, giving your project a clearer, faster path to approval.

Services include feasibility and due diligence, land use entitlement, agency coordination and stakeholder engagement, and 3D modeling and visualization.

Water Quality Management

KWC's certified QSD, QSP, and QISP professionals manage stormwater compliance for construction and industrial projects of all scales, from SWPPP development and SMARTS coordination through weekly QSP monitoring and post-construction WQMP reporting.

Because our water quality team works alongside the civil engineers who designed your site, compliance is built into the project from the beginning and not managed around it after the fact.

Services include SWPPP development and monitoring, Water Quality Management Plans, QSP monitoring and inspection, and Industrial General Permit compliance.

45 years. 2,000 projects. One standard of delivery.

KWC has directed land development in more than 50 Southern California cities and managed public works projects for more than 20 cities and three counties. Our portfolio spans master planned communities of 10,000 units, commercial developments of 1,000,000 square feet, public infrastructure programs exceeding $200 million, and everything in between.

The range of our experience is not incidental. It is the reason our clients trust us with their most complex projects.

Who we work with.

KWC serves a range of clients whose projects share a common need: the right team, the right strategy, and the right relationships to get through the approval process on time and on budget.

Private Land Developers and Investment Groups

Developers and investment entities need a civil engineering and planning partner who understands the financial stakes of an approval delay. KWC's integrated approach reduces the coordination risks that generate unexpected costs, and our principal-led model means your project never loses momentum because of a staffing gap on our end.

Residential Builders

Production builders and custom residential developers count on KWC for the combination of technical depth and agency relationships needed to move a residential project from tentative map through construction. We have worked with regional and national builders across Southern California on projects ranging from single-phase subdivisions to multi-phased master plan communities.

Public Agencies and Cities

KWC responds to RFPs from cities and counties seeking qualified civil engineering support for capital improvement programs, infrastructure planning, and public facility development. Our track record with more than 20 Southern California public agencies reflects both our technical capability and our understanding of what public agency clients need from a consulting partner.
