Alberhill Ranch, Lake Elsinore, CA

KWC has delivered residential land development across Southern California at every scale, from single-phase subdivisions in established communities to multi-phased master plan communities of over 10,000 units. Our residential work spans tentative mapping, entitlements, final engineering, and construction staking, with principal-level involvement throughout each project phase.

Alberhill Ranch, Lake Elsinore: 2,300-acre, 10,000-unit master plan community, Engineer of Record from entitlement through construction staking. EIR recognized by the American Planning Association, Inland Empire Chapter.

Boardwalk Townhomes, Corona: 8.8-acre, 148-unit townhome community designed three times as the client's program evolved, with General Plan Amendments, Specific Plan Amendments, and FEMA map processes completed at each revision.

Willow Ranch (KB Homes), Eastvale: 316-unit residential subdivision with major arterial improvements, bio-swale design, and full flood control coordination, including SCE 66 kV power line avoidance integrated into the site roadway layout.

CIP and Public Works

For more than 40 years, KWC has delivered capital improvement and public works projects for cities, water districts, and counties across Southern California. Our CIP work spans waterline replacements, sewer system improvements, flood control channel design, storm drain design, park facilities, and pressure zone infrastructure, all delivered with a commitment to on-time, on-budget performance and minimal disruption to the communities and agencies we serve.

City Park Reclaimed Waterline, Corona: 4,300-linear-foot reclaimed water main requiring jack and bore crossings beneath a BNSF railroad right-of-way and the 91 Freeway, delivered on time and under budget for the City of Corona Public Works Department.

California Avenue Sewer Improvements, Corona: 8,950-linear-foot gravity trunk sewer main designed through an occupied city street with over 200 utility crossings, three jack and bore roadway crossings, and full coordination with the City of Corona DWP.

El Cerrito Sports Park, Riverside County: 27-acre sports park designed with precise grading, water, sewer, recycled water, and street plans, coordinated across the County Economic Development Agency, Riverside County Transportation Department, the City of Corona, and Caltrans.

Commercial, Industrial, and Office Land Development

KWC's commercial and industrial portfolio reflects the full range of non-residential land development challenges in Southern California, including freeway-adjacent development, retail redevelopment of existing sites, industrial sites with floodplain constraints, and medical facilities with specialized engineering requirements. Our work spans land planning, entitlements, final engineering, and construction management for projects of all scales.

The Corona Crossings, Corona: 113-acre retail and commercial shopping center with approximately 1,000,000 square feet of buildings, requiring off-site street, drainage, and utility improvements processed simultaneously through Riverside County Transportation, RCFC&WCD, and Caltrans.

Corona Summit, Corona: 18.9-acre hilltop commercial and hotel site lowered more than 60 feet through blasting and excavation, with near-vertical retaining walls reaching 43 feet in height and all plans processed through the City of Corona, Caltrans, and Riverside County Flood Control.

KPC Towne Centre, Hemet: Redevelopment of an existing Walmart building and site into a multi-phase commercial retail center adding approximately 100,000 square feet of commercial space, with full utility, street, and water quality redesign.

Master Planning

Large-scale land planning and entitlement requires a team that can sustain engagement across multi-year programs involving dozens of agency relationships, shifting program requirements, and complex environmental and infrastructure constraints. KWC has served as the engineering and entitlement partner on some of the most complex master planned communities in Southern California, carrying projects from early hydrologic analysis through Specific Plan approval and beyond.

Alberhill Villages, Riverside County: 1,400-acre new community of over 8,000 residential units and more than 1,000,000 square feet of commercial space, entitled through the City of Lake Elsinore after a multi-year Specific Plan and EIR process. Awarded EIR of the Year for Large Master Plan Projects by the American Planning Association, Inland Empire Chapter, 2016.

Paradise Valley, Riverside County: Land planning and entitlement for a 5,000-acre site proposing approximately 8,500 residential units, 1.38 million square feet of non-residential uses, and 3,000 acres of habitat conservation consistent with the Coachella Valley Multiple Species Habitat Conservation Plan.

Pacific Clay Master Planned Community, Lake Elsinore: Full hydrologic analysis of existing watersheds tributary to a 1,400-acre master planned community site, establishing the drainage infrastructure framework required to advance planning and entitlement with confidence.
